1.0       Agriculture, Livestock and Poultry

1.1       Development Concerns

The agricultural land of the Municipality of Cabuyao accounts for 56.02% or 2,404.16 has. of the total land area which is devoted mainly to production of palay, pineapple and coffee.  Areas planted with palay are diversified with squash, watermelon, upo, garlic and other vegetables.

The rapid conversion of these lands into residential and industrial areas has resulted in decreased agricultural production which is insufficient to meet the demands of the fast growing population.  The decrease in agricultural land is compounded by the general decline in agricultural productivity.  The latter, meanwhile, is brought about by inadequate agricultural support facilities and high cost of inputs of the farmers.  This has further resulted in the low-income levels of farmers.

Fishery production, on the other hand, is beset by the use of illegal fishing methods, and encroachment of commercial vessels in the municipal waters.  Illegal fishing contributes to the deceased fish catch of the marginal fisherfolks.  The fishing grounds should be protected, thus, stressing the need to enforce the Bantay Lawa Project and install markers in the municipal waters.

1.2         Goal

·         To uplift the economic condition of the agricultural workers.

1.3         Objectives

·         To increase the income levels of farmers and fisherfolks; and

·         To promote agricultural and fishery production.

1.4         Targets

·         To increase palay production from 80 cavans per hectare to 110 cavans per hectare by 2010;

·         To provide support services by 100 percent to both farmers and fisherfolks by 2003;

·         To provide adequate post harvest facilities for both farmers and fisherfolks by 2007; and

·         To provide financing and loan assistance to 3,500 farmers during planting season and 300 fisherfolks by 2005.

1.5       Development Strategies

·         Promotion of high value crops and agricultural diversification;

·         Provision of support services facilities to both farmers and fisherfolks;

·         Extension of credit facilities for agricultural ventures such as production of palay, vegetables, and high value crops; and 

·         Channeling of assistance through farmers’ and fishermen’s cooperatives.

1.6       Programs/Projects

·         Livelihood Program for Cooperatives

This will feature the provision of assistance to farmers and fisherfolks, cooperatives or associations to help increase their income and improve their socio-economic status.

·         Crop Production Loan Program

This will provide credit to finance the production activities of farmers’ cooperatives such as the procurement of high yielding varieties and other farm inputs.

·         Integrated Fishery Infrastructure Support Program

Infrastructure support facilities for fishery development will be established.  This will include, among others, a fish port , warehouses,  and cold storage facilities to enable fishermen to store their fish catch.  This will also serve as the bagsakan center for the fish catch of marginal fishermen of Cabuyao and big-time fishermen from Talim Point of Rizal province.

·         Gatasan sa Barangay Project

This will feature the dispersal of cattle to cooperators.  Repayment will be made by the recipient in kind, through dairy milk production.

·         Bantay Lawa Enforcement Project

This will involve the protection/safeguarding of the fishing grounds for fisherfolks against illegal methods of fishing.  This will include the activation of FARMC whose members are deputized by BFAR as well as the purchase of a patrol boat.


·         Markers for Municipal Fishing Grounds

Markers will be installed to protect the fishing grounds of the marginal fishermen to assure increased fish catch.

·         Animal Vaccination Program

This will involve the procurement of animal vaccines and the provision of vaccination services for animals to ensure their safety from communicable diseases.

·         Relocation and Construction of Slaughterhouse

The existing slaughterhouse will be relocated to a new site in view of the need to expand these facilities.

·         Relocation and Construction of Cabuyao Public Market

The public market will be set up in a new location in view of its poor and congested condition.

2.0       Trade and Industry

2.1       Development Concerns

Cabuyao is an industrialized municipality considering that the annual growth rate of business establishments for the period 1996-1999 is 43.4%  (from 1,046 in 1996 to 1,500 in 1999).  Most of the industries are involved in manufacturing and other general services.  Majority of the manufacturing industries are engaged in food processing, textile, garments and electronics manufacturing and are heavily concentrated in Barangays Diezmo, Pittland, Pulo and Banaybanay.

However, records show that although employment in these industries increased by 72.6% in the last three years, most of the workers employed are non-residents of the municipality.  This is mainly due to the lack of skills required by the industries located in the town.  There is a need therefore, for programs to upgrade/enhance the capabilities and skills of residents in the municipality focusing on the requirements of the industries.

2.2         Goal

·         To sustain the economic growth of the municipality; and

·         To upgrade the skills and capabilities of the labor force in Cabuyao.


2.3         Targets

·         To establish a livelihood/skills training center in 2001 and operationalize said center in 2002; and

·         To train 50 residents per semester from 2000 to 2010.

2.4         Development Strategies

·         Enhanced commerce and trade through provision of technical assistance and support facilities;

·         Improved coordination with agencies as TLRC, TESDA, DTI and DOLE;

·         Continuous skills upgrading program to enable the labor force to respond to the needed requirements of the industrial and other business establishments in the municipality;

·         Strengthening of the People Employment Service Office (PESO);

·         Strengthening of cooperatives and associations;

·         Promotion of environment-friendly industries and technologies; and

·         Promotion of small to medium scale industries.

2.5         Programs/Projects

·         Cooperatives Development Project

This will include the provision of capital at low-interest rates to existing viable cooperatives and/or trade associations in the locality.  Preferred areas for which credit will be provided include small and medium scale enterprises.

·         Livelihood/Skills Training Center

A Livelihood/Skills Training Center will be constructed to serve as the center for all types of livelihood/skills training to be conducted by the LGU in coordination with government agencies such as DTI, TESDA and DOLE.  Target trainees are Cabuyao residents belonging to poor families and out-of-school youth who cannot afford to earn college degrees.  To facilitate recruitment, the PESO will provide a masterlist of trained workers to the different industrial firms for possible job placement.


3.0       Tourism

3.1       Development Concern

The Municipality of Cabuyao offers opportunities for tourism development with the presence of some tourism establishments which include mini-resorts, movie houses and tennis courts.  The influx of migrants to the municipality due to its numerous industries implies the need for additional tourism facilities like restaurants, hotels and other tourism facilities.

Barangay Casile, located in the western tip of the town offers potentials as a tourist destination considering its proximity to Tagaytay City and its being the location of the Twin Mansions.

3.2       Goal

·         To develop Cabuyao as a tourist destination.

3.3       Objectives

·      To develop new tourist sites and improve existing tourist  attraction; and

·      To develop and improve the existing tourism facilities and support services.

3.4       Targets

·      To establish at least four (4) tourist establishments in 2007; and

·      To establish one hotel by 2010.

3.5       Development Strategies

·         Development of Casile as Eco cum Agri- Tourism area;

·         Tapping of private sector participation in tourism development; and

·         Strengthening of linkages with concerned government agencies like Department of Tourism and Philippine Tourism Administration.

3.6       Programs/Projects

·         Development of Barangay Casile into an Eco cum Agri-Tourism Area

This will include the establishment of a municipal nursery and the development of Matang Tubig as a public park/resort.

·         Feasibility Study on the Utilization of the Twin Mansions for Tourism Purposes

·         Improvement/Rehabilitation of Twin Mansions
